The short answer

Pennsylvania is a state where capturing a phone call needs the consent of everyone on it, so the first thing to ask any answering service is what it says before the caller starts talking. The assistant here records no audio and opens by saying it is an AI that takes notes. After that it does the work: the name, the problem, the address, a booking where you allow one, and a text for anyone it could not reach. Interception is the offence
Section 5703 covers intercepting wire, electronic and oral communications. Section 5704 lists the exceptions, including prior consent from all parties.
Consent comes first
The disclosure is the opening sentence of every call, so a caller who would rather not be noted can hang up before saying anything.

A text-back asks the caller to write their details themselves, which avoids the question for the calls nobody answered.

What is different about Pennsylvania

  • Pennsylvania's Wiretap Act, at 18 Pa.C.S. section 5703, makes intercepting a wire, electronic or oral communication a serious offence, and section 5704 sets out the exception when all parties have given prior consent. That is why the assistant's first sentence says it takes notes: consent should come before content, not after.
  • Pittsburgh averages 112 nights a year at or below freezing, against 80 at Philadelphia's airport, and needs about a quarter more heating over a year. A western Pennsylvania heating company's emergency season is weeks longer at both ends.
  • Pennsylvania roofing establishments average about 11 staff, second only to Florida among the ten largest states. Larger roofing crews usually mean an office, and an office that closes at five is what an evening storm call reaches.
  • Philadelphia still averages 24 days a year at 90°F or above, so an eastern HVAC firm has two peaks, not one. The heating and cooling configuration treats no ac and not cooling as emergencies for the same reason it treats no heat as one.

A January evening in Pittsburgh

  1. An older house in Pittsburgh loses heat on a January evening and the owner calls a heating company that closed at five.
  2. The assistant answers with its disclosure, so consent to the notes is in place before the caller explains anything.
  3. It asks the caller's name, what is happening and the address, and raises the lead because no heat is an emergency word.
  4. If the company lets it book furnace repairs, it offers the first genuinely free slot; if not, it says somebody will call and leaves the details.
  5. Whoever is on call opens a lead with the caller's own description and a number to ring, instead of a voicemail recorded after hours.

A text carries no recording question at all: the caller writes their own words and sends them. In an all-party state it is the plainest way to get the details of a missed call.

Questions Pennsylvania owners ask

Does the assistant record calls?
No. Audio recording is off at the carrier. A written transcript is kept on the lead so you can see what was said, and the caller is told that notes are taken before the conversation starts.
What if a caller refuses?
They can hang up, and many people who would rather not talk to software do. When the call ends without a conversation the text-back still goes out, so they can reply in writing instead.
